Summer Jenkins serves as the Executive Director of the Belmont Metropolitan Housing Authority, where she oversees the management of 714 public housing units, 279 Housing Choice Vouchers, and the Resident Opportunities and Self-Sufficiency (ROSS) program. Known for her approachable leadership and commitment to community development, Summer is passionate about helping families find stability and opportunity in Belmont County.

In addition to her role at Belmont MHA, Summer is the current President of the Ohio Housing Authorities Conference, where she helps advance professional development and advocacy efforts for housing authorities throughout the state. She also contributes her time and expertise as a member of the Training and Conference Committee and the Scholarship Committee, supporting education, collaboration, and growth within the affordable housing industry.

Outside of work, she enjoys volunteering in her community, spending time with her family, and staying active through running.

Zackary Dye is the Executive Director of the Athens Metropolitan Housing Authority (AMHA), where he has proudly served for 25 years. Starting his career in maintenance and later serving as Maintenance Coordinator, Zackary has led the organization as Executive Director for the past two years. Under his leadership, AMHA provides vital housing support to the community, managing over 800 Housing Choice Vouchers, 76 Board-owned units, 41 Public Housing units, and 12 Multi-family units.

Driven by a passion for helping those in need, Zackary is dedicated to making a lasting, positive impact on his community. Outside of work, he enjoys traveling with his partner, Lisa, and his two children, as well as working on his family’s multi-generational farm, where they operate a beloved pumpkin patch each fall.

Herman L. Hill has served as the Executive Director of the Akron Metropolitan Housing Authority (AMHA) since May 2, 2022. In this role, he oversees a $241 million asset portfolio, manages a $105 million annual budget, and leads a dedicated team of more than 300 professionals. Under his leadership, AMHA administers over 4,800 affordable housing units and 5,500 Housing Choice Vouchers, providing safe and stable housing to more than 25,000 residents throughout Summit County.

Since joining AMHA, Mr. Hill has driven a period of remarkable growth and transformation. His leadership has guided the completion of the $200 million HUD Choice Neighborhoods Summit Lake Transformation Plan, $35 million in capital improvements, and an $8 million renovation of AMHA’s main office. He has also secured an A+ bond rating from S&P Global Ratings, expanded internet access to more than 1,000 families, and generated over $2.5 million in new funding for AMHA’s non-profit affiliate, Building for Tomorrow, Inc.

Mr. Hill holds a Bachelor’s Degree from Kent State University and a Master’s Degree in Public Administration with a concentration in Public Management from Cleveland State University. He is a graduate of the prestigious Executive Director Education Program through the Public Housing Authorities Directors’ Association (PHADA) and Rutgers University, and holds multiple professional certifications from Nan McKay and Associates, including Public Housing Manager, Housing Choice Voucher Executive Manager, Capital Fund Program Manager, and Hearing Officer. He is also a proud graduate of Leadership Akron’s Signature Class 40.

Beyond his professional accomplishments, Mr. Hill is a respected voice in the housing community and a dedicated civic leader. He serves on several boards, including the Public Housing Authorities Directors Association, Ohio Housing Authorities Conference, Hope and Healing Survivor Resource Center, and the Housing Authority Insurance Group.

With more than two decades of experience in the housing sector, Mr. Hill is recognized for his visionary approach to leadership—one that emphasizes collaboration, innovation, and community empowerment. He is deeply committed to developing his team’s potential and building strong partnerships that break down barriers and create opportunities for residents. His leadership philosophy is rooted in the belief that housing is the foundation for thriving families and vibrant communities.

Mr. Hill and his family reside in Akron, where his dedication to public service continues to shape the city and region. Through his collaborative leadership and unwavering commitment to equity and opportunity, he strives to make Summit County and Northeast Ohio a place where every person can not only find a home—but truly thrive.
